Small items, batched so they ride along with the next change that already requires a
reboot or a dtb rebuild.

Remove phywhen.service from the board — a leftover debug unit from the RTL8211E
investigation (Log when the RTL8211E starts answering MDIO). Disabled and inactive, but
still installed.
Rename the LED draco:normal to draco:blue:normal. The convention is
devicename:colour:function, and the colour is now known. Not worth churning a boot on
its own.
Decide whether Bluetooth and avahi should start at boot on a production host, or be
brought up on demand. Both currently start unconditionally; BT is at least not
discoverable.
Confirm NAND is not fitted. The fex says nand0_used = 1, but the box boots from
eMMC and that fex is partly template-derived. One check, then write it down.
Scan twi0/twi1, which the fex marks used, to see whether anything answers.
